Honestly, I didn’t mention that because I haven’t been able to find the definition of a gazetted officer online, but from what I’ve been able to gather, they’re any officers in the Government’s employment. It could be any officer, including teachers in Government run institutions, or employees of Government run departments. I got mine attested from a teacher at NCA.

It’s a crummy process that makes no sense, and there are plenty of OP-eds written about how crummy it is, but for now that’s just how it is. I’m updating the article to include this information.
